The Desktop N-PBS Bidder requires .NET Framework version 3.5. You cannot install the Desktop N-PBS Bidder without it. If you do not have the correct version, you will see the following message:
Click the Yes button to go to Microsoft's website. Follow the on-screen instructions and run the Desktop N-PBS Bidder installer again.
